An attack involving anthrax spores being transmitted through the mail had never occurred to anyone but here it was. The U.S. Congress asked the Environmental Protection Agency to take control of the testing and decontamination of infected buildings. The EPA was basically operating in the dark; there were no protocols for such a situation. This paper discusses the extensiveness of the situation, the EPA's role in the projects, the criticism levied against the EPA and the final determination that this agency was successful in the cleanup.
